Engineer emergency authority for a free society. Your design must answer six questions.

Who receives the power? One executive, a council, the legislature, the courts—or someone else?

What activates it? A legislative vote, an invasion, a measurable emergency, or another trigger?

Which powers are granted? Define exactly what the emergency authority may—and may not—do.

Which rights remain untouchable? Name the liberties that survive even the darkest crisis.

Who reviews the ruler? Build oversight that can operate while the emergency is still unfolding.

How does the power end? What happens if the ruler refuses to surrender the thunderbolt?
